Christine (Tina) Ciocca – President

Christina Ciocca, President, Butler America

As President of Butler America, Inc, a woman owned Company, Tina has been responsible for designing and building the company from the ground up. She has established a strategic business plan that includes a strong senior management team, company branding, market focus and delivery of value added technical solutions to Butler’s customers. Through her strong leadership, Tina has provided continuous profitable returns from the first month of operation.

Christine has aligned the company around five major delivery models across the United States and in India;

    • Engineering Technology – CT, CA, IA, IN, TX, NY, AL
    • Telecom Services – CA, MI, TX
    • Information Technology – NY, MI, FL
    • Fleet Maintenance Services – NY, VT, NH, ME
    • Business Process Outsourcing – Hyderabad, INDIA

Since the start of Butler America in July of 2009, Tina has expanded Butler’s operations with a new branch in Holbrook, NY as well as strategically establishing a new facility located in Huntsville, AL. The combination of these latest additions has added approx $ 7.5 Million in revenue growth to Butler.

Tina Ciocca has been managing client and employee relationships, primarily in the aircraft/aerospace arena, for close to 30 years.

Involved in the staffing, engineering, and outsource business with Butler since 1989, Tina was the Account Executive of the Year on numerous occasions and was awarded the President’s Club honors, Butler’s prestigious group awarding high performers, for multiple years. In her career, Tina has held the positions of Finance Manager, Operations Manager, and Vice President of Global Client Relationships, and still remains responsible for the relationship management and growth of Butler’s largest account.

Prior to joining Butler, Ciocca worked for United Technologies Corporation for over 10 years. She began her career in Human Resources at Pratt & Whitney, then held numerous positions at Sikorsky Aircraft, including Office Manager of Division Counsel and Executive Assistant to the Sr. Vice President of Marketing and Operations.

Ciocca’s main goal has been to maintain the relationships and reputation she has strived to achieve, one of high integrity, honesty and fairness, with an instinct for good business while maintaining and growing her client base. She attributes her success thus far to hard work, tenacity, and long-term established customer relationships.

James Elsner – VP, Operations

James Elsner, Vice President, operations

Born and raised in Albany, New York, Jim Elsner has well over 30 years of experience in engineering and manufacturing. He joined Butler International in 2006 as Operations Manager of the West Lafayette, Indiana Design Center and was promoted to Division Vice President of the Engineering Division in 2009, shortly after Butler International was acquired by Butler America.

Prior to joining Butler International, Elsner spent over 28 years with CTS Microelectronics in West Lafayette. There, he held a range of positions of increasing responsibility, including Project Engineer, Operations Manager, and Engineering Manager. Elsner earned a Bachelor of Science degree from Purdue University in West Lafayette. In his spare time, he enjoys playing golf, woodworking, and spending time with his family. Elsner and his wife reside in Lafayette, Indiana.

Bharani K Aroll – VP, India Operations/ Global IT/ BPO Services.

Bharani Aroll has over 20 years of experience in the areas of Information Technology, Engineering, QA, and leadership. Starting as a programmer and progressing to delivery and operations management, he has developed expertise in planning, developing, and implementing outsourcing/offshoring solutions in diverse technology platforms to address business opportunities.

Throughout his career, Aroll has successfully managed business-critical IT projects with global implementation worth $30 Million, and he has travelled about 20 countries on various occasions pertaining to business development , project implementation and client engagement. Aroll is a Certified Project Manager (PMP) with deep exposure to multiple industries and is an ISO9000-certified Quality Lead assessor with experience in implementing quality management systems.

Aroll also has expertise in leading diverse processes, such as technology needs assessments, systems acquisitions, operational management, organizational development, HR process development, and implementation.

Aroll lived in the United States for more than a decade before moving back to India to lead Butler’s India operations. Aroll has MS and MBA degrees.

Ed Fabian – VP, Strategic Accounts and Chief Engineer

Ed Fabian, VP, Strategic Accounts and Chief Engineer

Ed Fabian brings well over 30 years of aerospace experience to Butler America, having previously served as a technical lead/engineering manager for Sikorsky Aircraft.

At Sikorsky, he was responsible for a number of large-scale efforts, including managing a $600 million project, supervising the use of multiple suppliers for fuselage design and fabrication, and preparing and delivering critical design review to NAVAIR. For his efforts, Fabian received Sikorsky’s engineering leadership award.

Fabian is experienced in metallic/composite design/manufacturing, landing gear design, and project planning and execution. He has 5 composite patents, and has 5 pending, for component design and tooling. Fabian also has a secret security clearance.

Jim Heun – VP, Business Development - Aerospace Defence

Jim Heun, VP, Business Development – Aerospace Defense

Jim Heun is a versatile senior leader with a 25-year history of developing and implementing strategic business initiatives that maximize efficiencies, improve gross margins, and incorporate best practices.

Heun began his aviation career as a presidential crew chief at HMX-1 in the United States Marine Corps. In 1988, he joined Sikorsky Aircraft, where he was given increased responsibility during his 24 years there. While General Manager at Sikorsky, he integrated and lead the Maintenance Planning and Publications Departments from 2008 through 2011. Then, in 2012, Heun led the Technical Communications Division at Dayton T. Brown as the Vice President of Operations and served as a board member.

Heun received a MBA with an emphasis in Technology Management from the University of New Haven in 2000. He has authored and taught a Leadership and Technology undergraduate course at Sacred Heart University and holds a Top Secret clearance,

Walter Gorman – VP, Business Development – Telecommunications

Walter Gorman – VP, Business Development – Telecommunications

Prior to joining Butler, Walter Gorman had accumulated over 25 years of experience in the telecommunications industry. His background includes rebuilding, restructuring, and reorganizing regional sales teams as well as developing solutions in today’s changing markets and industry. He also has a background in recruiting top industry talent.

Previously, Gorman was a Regional Vice President for Windstream Communications, where he was responsible for successfully rebuilding four different sales regions. He was also the Vice President for Government Service for Globalstar Satellite Communications. In that role, Gorman was instrumental in developing and implementing emergency response procedures during Hurricane Katrina. Working directly with Governor Barbour’s and General Honore’s staff, Globalstar was able to deploy emergency communication equipment across the entire Gulf Region during and after the disaster. Gorman also provided testimony to the Senate Subcommittees on emergency response procedures and Interoperability Communications Capabilities based on the experience gained from Hurricane Katrina. He was also involved in gaining approval for Globalstar’s ATC license from the FCC in 2004.

Gorman is an asset to Butler’s management team, thanks to his background in operations, order provisioning, account management, recruiting, and new sales. This has also included sales training, public speaking, sales process, negotiating, and leadership training and development.

David Harrow – VP, National Accounts and Recruitment

David Harrow VP, National Accounts and Recruitment

Dave Harrow brings a strong knowledge of recruiting (25+ years) to Butler America. To say that he was born into this business is an understatement. Both Harrow's father and mother have spent many years in the recruiting industry, and his father even owned his own staffing company, which is where Harrow learned "the business" after he was discharged from the United States Navy.

After receiving his BA in Management from the University of Redlands at Redlands, California, Harrow started in the industry in 1985 and joined RCH, his father's company, where held several significant positions. Harrow went on to work at "Overseas Unlimited" as the Director of Employment Development and from there to Butler International, where he was with the company for over 19 years. At Butler International, he worked his way up from recruiter, where he qualified for the "President's Club" five times, to the position of Director of Recruiting. After Butler, Dave went to PDS Tech, Inc., where he also held the position of Director of Recruiting, among other titles. Now, Harrow has come full circle as Butler America's Vice President of National Accounts and Recruitment, having seen a real opportunity to rejoin a company that is on the rise and where the sky is the limit.

Harrow's role at Butler America will be to design and establish innovative recruiting, interviewing, and hiring strategies and techniques, as well as implementing corrective actions in order to help Butler's recruiters achieve their professional goals and increase overall productivity in order to keep up with the fast growth that Butler America is experiencing.

Tracy Coffin-Neal – National Accounts Director

Tracy Coffin-Neal, National Accounts Director

Tracy Coffin-Neal joined Butler in 1995 as a Senior Administrative Assistant. She quickly advanced into Technical Recruiting for both the Telecom and Technology Solutions divisions. After several years of recruiting, she moved into a number of newly created roles within the company, including Sourcing Specialist, Resource Manager, and Program Manager.

Coffin left Butler for a time in order to complete her bachelor’s degree at the University of Georgia (UGA).

After Coffin completed her MBA in 2006, she returned to Butler as a Senior Technical Recruiter. Shortly thereafter, she was promoted to Sales Operations Manager and took responsibility for performing sales forecasting and analysis, tracking sales pipeline, and providing RPI/RFQ/RFP management and support to the senior management team for special projects. In 2012, Tracy was promoted to Director of National Accounts.
